37th Consecutive Annual Dividend Increase

RAPID CITY, SD—February 5, 2007—At a meeting held February 1, 2007, the Board of Directors of Black Hills Corporation (NYSE: BKH) declared quarterly dividends on the common stock, resulting in the 37th consecutive annual common dividend increase.
Common shareholders will receive 34 cents per share, equivalent to an annual dividend rate of $1.36, an increase of 3.0 percent from the $1.32 paid in 2006. Dividends will be payable March 1, 2007, to all shareholders of record at the close of business on February 15, 2007.
