RAPID CITY, SD—December 11, 2006—Black Hills Corporation (NYSE: BKH) today announced that Garner M. Anderson, Vice President–Treasurer, has taken on the additional role of Chief Risk Officer of the Company. Mr. Anderson is an eighteen-year veteran of Black Hills Corporation. During his tenure, he has advanced through numerous positions of responsibility and authority, including internal audit, pension administration, risk management, insurance, financial management, and supervision of debt offerings and credit facilities. As Treasurer and Chief Risk Officer, Anderson oversees corporate enterprise risk assessment and mitigation, including both financial and operational aspects. Anderson holds a B.S. in Business Administration from the University of South Dakota and an M.B.A. in Finance from Arizona State University, and is a Certified Public Accountant. Anderson replaces Russell L. Cohen, who left the Company. Black Hills Corporation is a diversified energy company.
